In order to get higher than that, you have to set the offset to 1.0 then add the extra config line 'OverrideOfficialDifficulty=#' into the gameusersettings.ini. Difficulty on Official Servers is not DifficultyOffset. DifficultyOffset does work from 0.0 to 1.0. You can set it back to 1.0 since any value above 1.0 will work as 1.0 either way. #8.
