You don't really need to consider the max defense roll, Because the obvious best is a 15ed eth base. Any base with %Ed will give have max base def, so any 15ed eth SA is optimal. It's easy to get the str req for a decently lvl'd char with Andy's on your merc. Eth Andy's for BiS. I don't know the reqs for other mercs though.

Basically if you want your fortitude as soon as possible then just pick the highest defense armor you have access to. Id say sacred armor as you mentioned but you will need a andys to let the merc use it, and get high lvl, you could use a fal or perfect amethyst in the andys to get to the str cap faster.
