Ryze has a consistant way of applying it by spamming his abilites (EQ) I never heard a propair explaination to why no one uses it, in my expirience liandrys works grate vs tanky team combs. With meta favouring longer fights and everyone being tankier i think that consistant Burn + serpahs sustain make a great combination for a dps play style.
