I'm not sure about the character in the Slytherin hall, but I can tell you about the gold indicator in the restricted section. It's yet another glitch. I had 199 Gold Bricks and I had two different indicators. One in Diagon Alley and one where you are looking. The one in Diagon Alley was in fact the one I was missing.
