You can have exotic pets in your active pet list while not in a BM spec, but you obviously can't summon them. You can move them from the active list to the stable, but not the other way around. Not being able to summon them also means you can't abandon them, though, so you'd have to spec BM to "clean up" your stable if it holds exotic pets.

Exotic Beasts, they are BM exclusive. Absolutely. And yes MM and Survival tend to perform better in pve. Yet not everyone is going to be playing by the meta. There will still be many BM hunters.
