This is an issue with DLSS. You can turn DLSS to off, (It renders the game at a lower resolution in order to try and keep framerate higher, when the framerate dips. The issue is, the framerate dips every time to load a different section of the map, so the resolution tanks. I personally play with DLSS off, DLAA on at 1080p.
