I would guess that quartzite probably has a respawn of ~1 week game time, but that is purely a guess. Check your in game clock ( i -> top right) and make sure it isn't frozen (aka you have a bug). If i remember right, dandelions are supposed to respawn after 2 game days. Most minor materials in much less.
