This was (one of) the problem(s) in Nioh 1 as well. Pretty much every meta build ever used powerful onmyo in Nioh 1, but that didn't mean they used an onmyo build or heavy onmyo investment or even moderate onmyo investment. It's perfectly fine for Ninjutsu to outdamage Onmyo, but currently the gap is so vast it's just dumb.
heres some quick basic tips for anyone that wants to make a ninja build. 1) focus on anima regen. right now the main attractive of ninjutsu is the absurd amount of anima feathers can generate. 2) use mostly the big feathers. the small ones dont generate enough anima.Bomb build: Fire bomb, Sharpnel bomb and Iga Bonb do what you think they would. The throwing animation is a bit more commitment but the damage is really good. At least grap Iga Jounin set when it's available, and temper "Bomb Damage" on your accessories and hand armor. Feather: the most cutting edge speed run Ninjutsu build.Realistically, you could use the magic buffs/debuffs with 30 magic and get your elements from ninjutsu with high dex, or you can use magic for your elements with high magic and use quick change and paralysis/poison with the 30 dex you have. It's pretty much personal preference. It is very easy to make this build, because you need only 3 parts inheritable 'untouched ninjutsu'. Ninju power can be tempered at blacksmith Kunai damage is not need for feather build. Kunai is only need for Yoshitsune, because of his high element defense. But, i recommend melee weapon for Yoshitsune.
