Do I need to have my assembly station upgraded or is the machine in the research center what's being given the diagrams? I can't even upgrade the assembly station because I can't access iron bars. She also won't give me the diagrams for the boombox or loudspeaker or the dee dee stop diagram now other builders are building the dee-dee stops.

You mean you cannot build the dee dee stop on the assembly platform after Petra sent you the letter with the diagram? There's no book, it should just show up in your menu of things you can build on the assembly platform. ... When you pick it up, Petra will send you a letter to come see her.
